The San Francisco Community Television Corporation (SFCTC) corporate bylawsbylaws were written by Zane Blaney, but neither Zane or the SFCTC Board of Directors abide by the bylaws. Sure there's some selective obedience, but when a bylaw conflicts with something Zane wants, it is ignored. All of SFCTC, including board members, management, and staff must abide by the Access SF Policies and Procedures, and the SFCTC Bylaws.
The members of the Board of Directors are hand-picked by Zane Blaney. If a sitting board member disagrees with Zane, he has them removed. SFCTC recently created a so-called "producer representative", but even this member is hand-picked by Zane.
Producers must become members of Access SF to submit programming, by paying annual dues, but this membership does not include any rights to representation on the SFCTC Board of Directors. SFCTC created a so-called "producer representative", but even this member is hand-picked by Zane.
In most organizations, as as per the SFCTC bylaws, the management is subservient to the Board of Directors, and the board has oversight responsibility over management. This is not how SFCTC operates. The board lets Zane run things, and they rubber stamp his decisions without oversight. When appeals are made to the board, the board reaffirms their confidence in Zane's decisions before even hearing the appeal.
People are appointed to the board regardless of the fact that they have no experience with public access television or related disciplines.
